Those freelancers are enabled with pass through discounts and are trained / supported fully so they can have confidence to bring you into new jobs.
Get your current freelancers to mention {{your product name}} in the expertise section of their Upwork profile.
Then, create a few projects ($50-$100) based around reviewing a specific feature (tell them how they are going to review - suggest just having them go through a demo account) of the product in a specific way, and supplying feedback - these are each for a different persona - the persona would have expertise in that feature - i.e. UX for an onboarding workflow review AND link to your new freelancer page.
After you post it, head back to the freelancer search, type in a competitor who leads your space like HubSpot or Optimizely or Drift or Shopify or whatever... check the filters for above 90% approval... and "Agency" - this will only provide you with top agencies who are agencies :) - Add their category and hourly to further refine.
Invite those to the job and they will read / review and click your partnerships.
